EU-PROJECT: ISF LUMEN
The project name “ISF LUMEN” is made up of the name components “ISF” and “LUMEN”. “ISF” stands for Internal Security Fund and is a financial instrument of the European Union to combat organised crime in Europe. "Lumen" is the Latin term for light. It illustrates the goal of ISF LUMEN: to shed light on cross-border organised property crime in Europe.
Led by the State Bureau of Criminal Investigation Baden-Wuerttemberg, the project focuses on a handful of currently noticeable phenomena in this area. Each of these represents a sub-project of ISF LUMEN, which is primarily managed by a national police department:
- Crimes Against the Elderly (CATE): Polizei Berlin, LKA 263
- Attacks on ATM: Polizeidirektion Osnabrueck
- Shell Game Fraud: Polizei Berlin, Polizeidirektion 5
- Motor Vehicle Crime (MVC): Polizei Berlin, LKA 414 & BKA Wiesbaden, SO11
ISF LUMEN is not aimed directly at the EU citizens, but essentially has the character of a cooperation project between police investigative authorities across Europe.
The State Bureau of Criminal Investigation Baden-Wuerttemberg represents Germany in the area of organised property crime in the European network EMPACT (European Multidisciplinary Platform Against Criminal Threats), which works closely with the EU police authority EUROPOL.
ISF LUMEN is another measure to strengthen this cooperation and fights criminals in Europe in the interest of the security of its citizens.
THE PROJECT
- Volume: EUR 2 million (90% EU, 10% State Bureau of Criminal Investigation Baden-Wuerttemberg)
- Duration: 01/2023 - 12/2025
- 4 focal points: Crimes Against the Elderly (CATE), Attacks on ATM (Automated Teller Machines), Shell Game Fraud, Motor Vehicle Crime (MVC) including further development of the European Vehicle Identification Database (EuVID)
- Embadded into the EUROPOL/EMPACT framework of international police work - 21 EMPACT member states involved
- In Germany: Cooperation between Baden-Wuerttemberg, Berlin, Osnabrueck and the Federal Level
ISF LUMEN offers the OPERATIONAL TOOL BOX 2.0
- to police units of EMPACT member states that have signed the ISF LUMEN partnership declaration,
- to provide financial support for international measures to combat organised crime in the areas of CATE, Attacks on ATM, Shell Game Fraud and MVC,
- with up to 100% coverage of costs.
- Eligible costs: Travel & accommodation in connection with, for example, international meetings or action days, technical equipment.
- Preconditions: Involvement of at least two countries and communication of the investigation's via SIENA (a European tool for exchanging internal police information) is mandatory.
- Further option: Technical equipment can be borrowed from project partners.
